To James Madison from John Bass Dabney, 11 December 1807
Fayal, 11th December 1807.
Information has reached the authorities here from the Government of Portugal of the actual shutting of their Ports against the British Flag, but it is confidently asserted here, that these Islands are to enjoy a kind of Neutrality. Several English vessels are now quietly loading and unloading as in times of profound Peace.
