Acknowledged as received in McGreggar to JM, 21 July 1807, where it is described as relating “to my appointment as Consul for this Island [Saint Thomas],” enclosing a bond required for that appointment, and including instructions regarding the execution of his position (DNA: RG 59, CD, St. Thomas, vol. 1).
