§ To the Ministers of the United States in London, Paris, and Madrid. 2 December 1806, Department of State. “Yesterday being the appointed day for the meeting of Congress, a quorum was made in both Houses, and this day the message of the President was communicated to them.
“I embrace the earliest opportunity of inclosing a copy.”1
