Richmond March 22d 1819
This will be delivered to you by Mr Hicky who will offer proposals for the plaistering to be done at the University. As he is a total stranger, I take the liberty to make him known to you, & will thank you to put him in the way of acquiring the information he will need, as to the expence of lime, sand &ca as well as the cost of living in your neighborhood. He is a skillful workman, & may be relied on as to the of any contract he may enter into. He executed the plaister work of the new court house in this place, & the whole of that in a dwelling house I have lately built, and in both instances gave great satisfaction.
