Mr. former president,
Misfortunes have befallen France. Your generous heart must have made you sympathetic. As a Frenchman, the desire to prevent them moved me to write a few pieces.
I have the honor to submit them as an homage to you.
The true principles I wanted to grasp belong to all places and times.

Louis Henri Camille Pasquier, comte de Franclieu (b. 1763), soldier and political writer, was by 1785 a captain of the Bourbon-Dragoons, later the 3d Regiment of Dragoons, and a member of the Order of Malta in 1799. He was active in French politics and wrote several tracts, including Opinion et Project de Loi sur la Liberté de la Presse (Paris, 1817) and Du Principe des Gouvernemens. Des Progrès de l’Espirit Humain (Paris, 1824) (Jean Baptiste de Junquières, Une Famille Senlisienne. Les Junquières [1915], 92; Nicolas Viton de Saint-Allais, Nobiliaire Universel de France, ou Recueil Général des Généalogies Historiques des Maisons Nobles de ce Royaume [1873–74], 4:93; René Louis de Roussel, Etat Militarie de France pour l’année 1789 [Paris, 1789], 383; Constant Antoine Serrure, Histoire de la Souveraineté de ’S Heerenberg [1859], 2:47; Saint-Allais, L’Ordre de Malte: ses Grands Maitres et ses Chevaliers [1839], 311).
The ecrits here enclosed have not been identified. Franclieu had by this time authored several works, including the pamphlets Réflexions Rapides de L.-H.-C. de Franclieu (Senlis, 1791) and Opinion sur la Charte qui nous est Annoncée (Paris, 1815). TJ had at least one of Franclieu’s publications bound in a volume of “Political, foreign” pamphlets ( , 11 [no. 680]).
