RC (ViU: TJP-ER); at foot of text: “Thomas Jefferson Esqr Monticello—Virginia”; endorsed by TJ as received 20 Nov. 1813 and so recorded in SJL. Enclosure: George Williams to Barnes, Baltimore, 20 Oct. 1813, explaining that he refrained from acknowledging Barnes’s letters because he had expected to learn from John A. Morton’s nephew in the near future whether Tadeusz Kosciuszko had received his annual payment; lamenting that the younger Morton has been too ill to supply this information; reporting the death of “a fond Brother” of his own; stating that, to the best of his knowledge, no bills on France are available for purchase in Baltimore; hoping that the arrival of Mr. Russell in America will facilitate the payment of Kosciuszko’s stipend; and announcing his intention to write to New York to obtain a bill (RC in ViU: TJP-ER, filed with Kosciuszko accounts, 1809–16; addressed: “John Barnes Esquire George Town Dist of Columbia”; stamped; postmarked Baltimore, 20 Oct.; endorsed by Barnes as received 22 Oct. 1813 and answered six days later).
Barnes had evidently received a second, or Dupl, of Kosciuszko’s 30 May 1813 letter to him.
