From Caspar Wistar

Philada. July 17th. 1803—

Dr Sir

I received the two french works which accompany this—viz A Plan of Public Education, & a Treatise on the Intellectual Operations, from Mr Livingston the Minister at Paris I am afraid that I have detained them too long & crave therefore that Indulgence you have ever extended

to your faithful friend

C. Wistar Junr

RC (DLC); at foot of text: “His Excellency The President of the United States”; endorsed by TJ as received 22 July and so recorded in SJL.

The two french works have not been identified but were perhaps Pierre Laboulinière, Essai d’un plan d’enseignement public (Turin, 1802), and Octave Alexandre Fallette-Barol, Éclaircissemens sur plusieurs points, concernans la théorie des opérations et facultés intellectuelles (Turin, 1803).
