Philadelphia July 5. 1791.

Sir

The bearer hereof Thomas Newell, a citizen of the United States of America, having occasion to sollicit justice before the tribunals of France within your Consulate, I take the liberty of recommending him to your patronage and attention so far as the justice of his case shall authorize. I have the honour to be Sir your very humble servt.,
