Philadelphia, 20 Oct. 1779. Circular to the state executives enclosing a resolve of Congress of this day recommending that Thursday, 9 Dec., be appointed a day of public thanksgiving.

TJ’s Proclamation was issued on 11 Nov. 1779, q.v.
