1This letter has been dated on the basis of a list written on the back of the letter which contains the names of twenty-four senators who were members of the Second Congress, which lasted from March 4, 1791, to March 3, 1793. On the list is the name of Stephen Bradley of Vermont, who took his seat on November 4, 1791, and Richard Henry Lee, who resigned on October 8, 1792.
