3Udny Hay, who had been a lieutenant colonel in the Continental Army and deputy quartermaster general, was state agent for New York. His duties included serving as paymaster general of the state. Sands, a New York City merchant, had been auditor general of New York from 1776 to 1782. In 1783 he was the contractor for supplying Army officers in the district of West Point.
