1. Sargent, who had surveyed in the Ohio country in 1786, was elected secretary of the Ohio Company in 1787 and was active in the planting of the Ohio settlements. In 1787 Congress appointed him secretary of the Northwest Territory.
2. The contents of this letter are essentially the same as those of “Treasury Department Circular,” September 13, 1792.
