Philadelphia, September 26, 1789. Discusses aids to navigation in Delaware Bay and River. Suggests appointment of a superintendent for the entire Delaware district. Mentions a pending bill in Pennsylvania legislature which would cede to United States all state-owned navigational aids in Delaware River.
