Actually it was written by Major William Galvan, who had been sent by Washington to Cape Henry to wait for the arrival of the French (see GW description begins John C. Fitzpatrick, ed., The Writings of George Washington (Washington, 1931–1944). description ends , XVIII, 367–69, 372–73, 375). The letter is in French.
