Dear Sir
I did request or direct Mr McHenry to give a Lieutenants commissions to the Cadets Landais & Wilson, but as he was so great a lawyer & statesman, to have determined that I had no constitutional authority, he declined to do it. I believe it may be as well to insert them in the list you are preparing to be nominated to the Senate. With great regard
