Lord Carmarthen presents his Compliments to Mr. Adams, and has the Honour to send him the inclosed Memorial, addressed to the Lords of the Treasury, and which he has received from Their Lordships, as the Contents of it appeared to them proper to be referred to the Consideration of the Minister Plenipotentiary from the United States of America. Lord Carmarthen is persuaded that Mr. Adams will take such Steps for the Relief of the Chinese Seamen, who have been brought to Europe in an American Vessel, as he shall judge necessary, in order to convey them back to their native Country.
