I have the honor of transmitting to your Excellency, herewith inclosed, Exemplifications of three Acts of the Legislature of this State, passed at their present Session,1 and to be with the highest Respect Your most Obedient Servant

The enclosures were copies of three acts of the New York legislature: an act adopting the articles of amendment to the federal Constitution, an act authorizing sheriffs to confine prisoners committed under the authority of the United States, and an act transferring ownership to the United States of the lighthouse at Sandy Hook (DNA: RG 46, First Congress, 1789–91, Records of Legislative Proceedings, President’s Messages).
