The Secretary of state, to whom has been referred by the President of the United States the Report of the proceedings in the Executive department of the North Western territory, for the month of July 1791, made by the Secretary of the said territory, thereupon Reports
That the letter of July 12. 1791. therein entered, having been already communicated to the legislature of the United states, there is nothing else in the said Report which requires any thing to be done on the part of the President of the United States.1

1. Tobias Lear sent Jefferson on 9 Nov., with other papers, Winthrop Sargent’s letter to GW of 1 Aug. (DNA: RG 59, Miscellaneous Letters). On this day he sent Jefferson the records of the proceedings of the executive department of the government of the Northwest Territory for July 1791 covered by Sargent’s letter (DLC: Jefferson Papers). Those proceedings, published in 3:347–56, included a copy of Gov. Arthur St. Clair’s letter of 12 July to John Cleves Symmes, on which Jefferson reported to GW on 10 Nov., and which GW presented to Congress on 11 November.
