TJ evidently composed this document in more than one sitting, beginning well after he completed a similar Estimate of Funds and Expenditures for Central College, printed above at 30 Dec. 1817, and ending about the time the Virginia General Assembly designated Central College as the University of Virginia on 25 Jan. 1819. Several of the figures estimated as expenses for 1819 are drawn from TJ’s correspondence late in 1818. In his letter to TJ of 6 Oct. 1818, Thomas Cooper requested a salary of $1,500. The Agreement by John M. Perry to Sell Lands to Central College of 7 Nov. 1818 established payment dates of 1 Mar. and 25 Dec. 1819. TJ’s salary estimate for a single stonecutter does not take into account the salaries for two stonecutters negotiated by Thomas Appleton and reported in his letter of 10 Nov. 1818, which TJ received 18 Feb. 1819. Three days after the passage on 25 Jan. 1819 of TJ’s Bill for the Establishment of a University, printed above at 19 Nov. 1818, TJ wrote to Wilson Cary Nicholas laying out the possibility of beginning the third and fourth pavilions. Most likely at about that time he added the figures for these proposed structures in an ink different from the bulk of the document. As 1819 progressed more concrete figures replaced these speculative ones. At its first meeting, on 29 Mar. 1819, the newly appointed University of Virginia Board of Visitors selected Alexander Garrett as bursar and set his yearly salary at $250, not the $300 estimated here.

The doric and corinthian structures eventually became the University of Virginia’s Pavilions VII and III, respectively.
