III. Appointment of Philip Freneau as Clerk

Department of state of the United States.

Philip Freneau is hereby appointed Clerk for foreign languages in the office of Secretary of State with a salary of two hundred and fifty dollars a year, to commence from the time he shall take the requisite oaths of qualification. Given under my hand this 16th day of August. 1791.

MS (DLC); entirely in TJ’s hand, containing on verso certificate of William Lewis, federal district judge for Pennsylvania, dated 17 Aug. 1791, stating that Freneau had appeared before him that day “and did solemnly swear that he will support the Constitution of the United States and also that he will well and faithfully execute the Trust committed to him as Clerk for foreign Languages in the office of Secretary of State” (in clerk’s hand, signed by Lewis).
