The late law was article six, section two of the Mutual Assurance Society’s revised constitution of 1810, which allowed attorneys and collectors a 5 percent commission on premiums collected (Constitution, Rules and Regulations of the Mutual Assurance Society against Fire on Buildings in the State of Virginia [Richmond?, 1810], 6–7; copy at ViHi).
