[Philadelphia] Friday 15th feby 1793.
The Secretary of the Treasury has the honor to communicate, for the perusal of the President, a copy of his second Letter to the H: of Representatives;1 which he will be obliged, if not inconvenient, to the President, to have returned on Monday morning, to be then sent to the Senate.2

1. Hamilton is referring to his “Report Relative to the Loans Negotiated under the Acts of the Fourth and Twelfth of August, 1790,” submitted to the U.S. House of Representatives on 13 Feb. 1793 ( , 2d Cong., 2d sess., 875). The House had requested the report on 27 Dec. 1792 (U.S. House to GW, 27 Dec. 1792, note 1). For the full text of this report, see 14:26–67.
