Treasury Department, August 13, 1794. “I have to request that you will be so obliging as to pay to Thomas Cumming, Attorney for Fanny Forsyth, the sum of Two thousand Dollars; being so much granted to the Widow and Children of Robert Forsyth, late Marshall for the District of Georgia, by an Act of Congress of the 7th. of June 1794.…”2

1. Thomas Willing was president of the Bank of the United States.
2. “An Act to make provision for the widow and orphan children of Robert Forsyth” reads as follows: “That the sum of two thousand dollars be allowed to the widow of Robert Forsyth, late marshal of the district of Georgia, for the use of herself and the children of the said Robert Forsyth, to be paid in equal proportions, out of any moneys in the treasury of the United States not heretofore appropriated” ( 17 [June 7, 1794]).
The following receipt appears at the bottom of this letter: “Recd the above from the Bank of the United States Aug 13th. 1794. Thos. Cumming.”
