I have the honor to enclose a letter from the collector of Boston, in which he recommends the appointment of an additional mate for the revenue cutter. The present establishment is a master & a mate. From Mr Lincoln recommending the measure, I have no doubt of its propriety and beg leave to submit the same to your consideration.

In July 1803, Gallatin reminded TJ of this communication from Benjamin LINCOLN. He noted that similar applications had been received from other collectors with revenue cutters. Gallatin recommended that a second mate and two “men or boys” be added to crews of the cutters. The president agreed and the Treasury secretary promptly informed the collectors (Gallatin to Benjamin Lincoln and other collectors, 13 July 1803, in , 8:534; Gallatin to TJ, 11 July; TJ to Gallatin, 12 July 1803).
