8 March 1811, New Orleans. Forwards a memorial from the Legislative Council and House of Representatives of the Orleans Territory.1

1Claiborne enclosed a letter to him from Magloire Guichard, speaker of the Orleans Territory House of Representatives, and Jean Noël Destréhan, president of the Legislative Council, n.d. (1 p.), covering an undated memorial to JM (2 pp.; in French with translation), requesting that the president increase the number of U.S. troops stationed at New Orleans and throughout the Orleans Territory. In justification of the request the memorial alluded to the sparseness of the population of the territory, the defenseless situation of New Orleans, and the dangers from both external hostilities and internal insurrection. JM referred the memorial to the secretary of war who informed Claiborne that the request would “receive a due attention.” In the interim, the secretary suggested that the governor implement a solution he had discussed with him sometime during the summer of 1810, namely that he embody a corps “from the Inhabitants of the city of New Orleans” that could serve under officers of the U.S. Army (Eustis to Claiborne, 25 Apr. 1811, Carter, Territorial Papers, Orleans, 9:931–32).
