J Graham has the Honor, by direction of the Secretary of State, to forward to the President the inclosed Letter from General Armstrong and to inform him that it is the same which he lately sent to this Department unopened.1

1. Graham probably forwarded the original of Armstrong’s 5 May 1810 dispatch to Robert Smith (DNA: RG 59, DD, France). A duplicate had reached Washington in August and had already been sent to JM (see Graham to JM, 13 Aug. 1810, and n. 3).
