A member of a distinguished Maryland family and a Navy Department clerk, Charles W. Goldsborough (1779–1843) became chief clerk of the department in 1802, succeeding Abishai Thomas, and served in the position until 1813. His long career in the Navy Department later included service as a clerk for the commissioners of the navy and chief of the bureau of provisions and clothing. In 1824, he published an early history of the navy entitled The United States’ Naval Chronicle (Appleton’s Cyclopædia of American Biography, 6 vols. [New York, 1888], 2:672–3; Baltimore Patriot, 18 Mch. 1813; Daily National Intelligencer, 26 Apr. 1815; Washington, D.C. Daily Madisonian, 15 Nov. 1843; Vol. 35:447n).
TREASURER OF THE NAVY: Goldsborough probably refers to the accountant of the Navy Department, Thomas Turner ( , Miscellaneous, 1:304).
