Morristown [New Jersey] April 7, 1777. Orders Heard to see that the number of officers is in proportion to the number of men. States that brigadiers must choose a field commander and must demand an exact return of troops.

1. Heard was a brigadier general in the New Jersey Militia. “Wyne” was Brigadier General William Winds, also of the New Jersey Militia.
