Sir,

Since writing you on the Subject of the States becoming a Subscriber,1 the inclosed. was handed me by the Governor Private Secretary2 which I do myself the Honour of inclosing you to which please to give me an imediate answer.

1. Skinner is referring to the first letter that he wrote to H on July 22, 1791.

2. Thomas Rogers at this time was serving both as private secretary to Governor Alexander Martin of North Carolina and as clerk of the council of state.
