War Department, April 27, 1799. “I have considered the arrangement and distribution of the two Regiments of Artillerists and Engineers submitted to me …1 and approve of the same. You will be pleased to cause the said arrangement and distribution so far as it relates to your command to be carried into immediate effect.…”
