Philadelphia, March 17, 1795. “I have lately been informed that the office of Accountant to the War Department will positively be vacated on the 1st. of April next,2 and … I have applied … for that office…. I therefore … request that you will be pleased … to furnish me with such testimony in support of an application, as you … may think proper.”

1Simmons was the principal clerk in the auditor’s office of the Treasury Department.

2Joseph Howell, Jr., had been appointed accountant to the War Department on May 8, 1792 (Executive Journal, I description begins Journal of the Executive Proceedings of the Senate (Washington, 1828), I. description ends , 124). He resigned from that position on April 10, 1795 (RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 7422, National Archives).
