Treasury Department, August 1, 1794. Sends a list of acts of Congress making appropriations “for the service of the year 1794, and for making good deficiencies, the sums following.”2

2. This list constituted Nourse’s warrant for making the payments authorized by Congress. The warrant is countersigned by Oliver Wolcott, Jr., comptroller of the Treasury.
