Various circumstances have prevented an earlier answer to your letter of the 22d of August last.1
The question referred to having been stated to the Attorney General, you will receive a copy of his opinion herewith enclosed,2 in which I concur.

1. Although Lovell’s letter has not been found, a note in an unidentified handwriting on the cover of H’s letter to Lovell reads: “respectg. the burnt Vessel repaired or rebuilt at the Castle Island.”
