[Philadelphia, September 21, 1792. On December 5, 1792, St. Clair wrote to Hamilton: “Your letter of the 21st. Septr. enclosing a Copy of an Order of the Senate relative to the Salaries fees and emoluments of Persons holding Offices under the united States2 … came to hand a few days ago.” Letter not found.]

2Although H’s letter of September 210, 1792, to St. Clair has not been found, St. Clair’s reply indicates that its contents were similar to “Treasury Department Circular,” September 13, 1792.
