1. This action demonstrates the council’s method of procedure relating to earlier business done by too few members of that body to constitute a quorum. Thus, at seven meetings between 16 and 29 April, JM and two or three other councilors had reached numerous decisions “subject to the future Controul of the Board” (Journals of the Council of State, II, 121–25).
