Johnson enclosed a letter he had received from Henry Wheaton, dated 27 Nov. 1810 (3 pp.), urging that Jonathan Russell, chargé d’affaires at Paris, be nominated as Armstrong’s successor as minister to France on the grounds that “as the State of New York has the Vice President—its claim to the mission to France must be considered as inconclusive.” On 17 Dec. 1810 James Fenner wrote to JM on Russell’s behalf (ibid.; 1 p.).
