Philadelphia, February 18, 1786. “I am much obliged by your polite favour of the 4th. instant.1 Not thinking myself authorized to transfer discretionary powers … in Mr. Lillys affair, I have wrote to him, signifying my inability to act for him further; and recommending … to send a special Agent for the purpose of securing his interests.”
