MS (NNGL, on deposit NHi); entirely in TJ’s hand; undated; on recto of a single sheet divided into three columns; repeated column heads editorially omitted; filed with PoC of TJ’s Bill for Establishing a System of Public Education, [ca. 24 Oct. 1817]. Tr (ViU: JCC); in Joseph C. Cabell’s hand; undated; endorsed by Cabell: “The Counties laid off into 9 Collegiate districts <by Mr Jefferson> without reference to any existing seminary. Extracted from Mr Jefferson’s bill.”

TJ’s figures for white inhabitants (white inhab) in Virginia actually included free blacks, because he obtained his totals by subtracting the number of slaves in each county from its overall population according to the 1810 census as published in Aggregate amount of each description of Persons within the United States of America, and the Territories thereof, agreeably to actual enumeration made according to law, in the year 1810 (Washington, 1811; Poor, Jefferson’s Library description begins Nathaniel P. Poor, Catalogue. President Jefferson’s Library, 1829 description ends , 11 [no. 686]), 54–5a. kanhaway: Kanawha County. cabell: Cabell County.

1First column ends here.

2Second column ends here.

3Tr here adds: “Cabell 2,496,” with section total here and below corrected to “59,481.”
