30 August 1811, Norfolk, Virginia. “I have the honor to inform you of my arrival in the United States, and at Norfolk, in the capacity of Consul general of france by the Emperor’s Decree of Octr. 7th. 1810. My residence is to be at N. York.”1 Regrets that JM will not be in Washington when he passes through the city in a few days.
