Report on the Promotion of Colonels
[Philadelphia] January 7, 1783
The Committee to whom was recommitted the letter of the 22d. of December from the Secretary at War submit the following resolution:1
Resolved that Cols John Greaton and Rufus Putnam of the Massachusettes line [and] Col Elias Dayton of the Jersey line be promoted to the rank of Brigadier Generals,2 agreeably to the resolution of Congress of the 12 Decr 1782.3

1. In the Journals of the Congress the following paragraph precedes the first sentence of the draft: “On the report of a committee, consisting of Mr. (Thomas) Fitzsimmons, Mr. (James) Madison, and Mr. (Alexander) Hamilton, to whom was referred a report from the Secretary at War: …” ( , XXIV, 38).

3. The congressional resolve of December 12, 1782, provides that “whensoever it shall be deemed necessary for the command of troops in service, to appoint brigadiers in any state or states, where the number of troops in the field are sufficient to form one or more brigades, the brigadiers shall be appointed from the senior colonels or lieutenant colonels commandant in the lines of such states …” ( , XXIII, 790–91).
The report, according to the endorsement, was “Acted on Jany. 7th, 1783.”
