Report on Power of Secretary at War to Discharge Soldiers

[Philadelphia] December 13, 1782

The Committee1 on the letter from Col Stewart2 to the Secretary at War report the following resolution:

Reso[l]ved that the Secretary at War have a power of discharging soldiers from the army of The United States similar to that given to the Commander in Chief.3

1. The committee consisted of H, James Madison, and Samuel Osgood.

2. Walter Stewart, a colonel of the Second Pennsylvania Regiment, had served as aide-de-camp to Major General Horatio Gates. Stewart’s letter, according to the endorsement on this report, was dated December 11.

3. The endorsement states that the action on the report was postponed and “the letter of Col Stewart refd to Secy at War to take order.”
