New Windsor [New York] February 6, 1781. Sends Congressional resolution concerning von Steuben’s department. Approves of measures taken concerning discharges and furloughs. Sends news of New Jersey and Pennsylvania mutinies. Reports damage by severe storm to English fleet off Rhode Island.
