1Eustis first listed promotions in the peace establishment, specifically the Regiment of Artillerists and the First and Second Infantry Regiments. His list for the additional military force included promotions in the Light Artillery Regiment, the Regiment of Light Dragoons, the Third, Fourth, Fifth, Sixth, and Seventh Infantry Regiments, and the Regiment of Riflemen.
