Mentioned in Astor to Jefferson, 14 Mar. 1812 (DLC: Jefferson Papers) as an application to the president for permission to import from St. Joseph’s goods purchased for the Indian trade which were being excluded from the U.S. by the Nonintercourse Act. JM apparently replied that Congress had left no power with the executive to grant permission.
