1. The House resolution of 1 Mar. 1813, introduced by Charles Goldsborough of Maryland, requested that JM lay before the House the French decree “purporting to be a repeal of the Berlin decrees, referred to in his Message of the 4th of November last; together with such information as he may possess concerning the time and manner of promulgating the same;” as well as any additional material on U.S. relations with France that he thought appropriate to transmit.
