The undersigned having been informed that the office of attorney for the United States for the Missouri Territory has lately become vacant by the resignation of John Scott Esquire, beg leave to recommend Charles Lucas Esquire of the town of St. Louis Attorney and Counsellor at Law as a suitable person to be appointed and well qualified to discharge the duties of that office.1 Dated the 13th. day of February 1816

Scott did not submit his resignation to the State Department until 3 Aug. 1816 (Carter description begins Clarence Carter et al., eds., The Territorial Papers of the United States (28 vols.; Washington, 1934–75). description ends , Territorial Papers, Louisiana-Missouri, 15:166). JM nominated Lucas as Scott’s replacement on 29 Jan. 1817, and the Senate confirmed him on 19 Feb. 1817 (Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 3:73–74, 78).
