1. The journals of 11 June 1783, both “secret & public,” record the adoption of a resolution further postponing the election of a secretary for foreign affairs, and the adoption of a revised report of a committee (Ralph Izard, chairman) on procedures to be followed by Congress in receiving ministers of foreign powers ( , XXIV, 390, n. 1, 390–91). In addition, the “public” journal notes the presentation of his credentials by James McHenry, a delegate from Maryland; receipt of a letter from Benjamin Lincoln, secretary at war; and the passage of a resolution in response thereto, authorizing him to furlough the continental troops of Pennsylvania, Delaware, Maryland, and Virginia still in service ( , XXIV, 389–91).
