§ From Peterson Goodwyn and Others

26 June 1812, House of Representatives. “We beg leave to recommend … for a field appointment in the new army Capt. Winfield Scott,1 whose military pretensions are highly spoken of by men well qualified to Judge. Independently of Capt. Scott’s acquirements in tactics he is a gentleman of character talents and activity. His appointment would therefore be extremely gratifying to his friends.”

1. Scott had returned to service in the fall of 1811 after his court-martial the previous year (see PJM-PS description begins Robert A. He was appointed lieutenant colonel of artillery on 5 July 1812 on the recommendation of William Eustis, which had been forwarded to Congress by JM on 2 July (Senate Exec.
