This list may have been drawn up by TJ in connection with his work on the committee appointed to bring in bills pursuant to resolutions on the state of the army, passed by the House of Delegates 4 Dec. 1777 (JHD description begins Journal of the House of Delegates of the Commonwealth of Virginia (cited by session and date of publication) description ends , Oct. 1777, 1827 edn., p. 55). It could not have been completed until after 24 Dec., when the “amendment” to divide Botetourt County into three counties instead of two was agreed to (same, p. 91), and possibly not until after 12 Jan. 1778, when this bill was agreed to by both Houses (same, p. 113); but it must have been written before 1 Mch. 1778, the date the division of counties was to take place (Hening, description begins William W. Hening, The Statutes at Large; Being a Collection of All the Laws of Virginia description ends ix, 420–4).
