1. On 4 Jan. 1811 the House of Representatives adopted a motion presented by Lewis Sturges of Connecticut requesting from the president copies of his 2 Nov. 1810 proclamation and the Treasury Department circular issued “in pursuance of said Proclamation” (Annals of Congress description begins Debates and Proceedings in the Congress of the United States … (42 vols.; Washington, 1834–56). description ends , 11th Cong., 3d sess., 487).
